Article I: Name
The name of this division shall be the Division on Women in Indiana Libraries.The Division on Women in Indiana Libraries is a recognized unit of the Indiana Library Federation and adheres to the Bylaws of this association.
Article II: Purpose
- To encourage the advancement of women in all types of libraries in Indiana.
- To support equal opportunities in hiring, promotions, and salaries in Indiana libraries.
- To promote cooperation with state, regional, and national organizations to further the role of women in libraries.
- To recognize women who exhibit outstanding performance and/or contributions to Indiana libraries.
Article III: Membership
Any voting member of the Indiana Library Federation may join the Division on Women in Indiana Libraries. Persons who are not members of either the Division on Women in Indiana Libraries or ILF are welcome to attend programs or meetings of the Division, but may not vote or hold office.
Article IV: Officers
The officers of the Division shall consist of Chair, Vice Chair/Chair Elect, Recorder/Treasurer, and District Representatives. These officers comprise the Executive Committee. The Division´s Past Chair shall be an ex-officio member of the Executive Committee.
Nominations and Elections
- At least sixty (60) days prior to the annual business meeting, the Chair shall appoint a nominating committee to present a slate of candidates for the offices, for the coming year, consisting of at least one name for each office.
- Vice Chair/Chair Elect assumes the duties of the Chair at the close of the annual business meeting of the Division.
- Elections shall be held at the Division´s annual business meeting, upon presentation of the slate. Nominations from the floor will be accepted. Voting shall be by paper ballot.
- The Division´s Executive Committee shall name a candidate for the Indiana Library Federation Executive Board ballot for At-Large Director. (Candidates to the Board must submit, in writing, a willingness to serve the full board term.)
- In the event a vacancy should occur on the Executive Committee, the Chair will appoint an officer or representative to complete the unexpired term of office.
The duties of the Chair shall consist of the following:
- preside at all meetings
- appoint ad hoc committee members as necessary
- represent the Division before the ILF Executive Board
- coordinate Executive committee activities as recommended by the membership
- appoint members to the Executive Committee in the event vacancies should occur
- submit Division annual report to the ILF Executive Board
- submit Division documents to the ILF archives
The duties of the Vice Chair/Chair Elect shall consist of the following:
- assume duties of the Chair as necessary
- arrange for mailings for the Division
- fulfill other duties as assigned by the Chair
- coordinate recruitment of membership
- coordinate the planning of the bi-annual conference
Duties of the Recorder-Treasurer shall consist of the following:
- record and distribute minutes of all meetings
- maintain fiscal records for the Division
- count ballots for election and report counts to Chair
- perform other duties as requested by the Chair
Duties of the District Representatives shall consist of the following:
- attend meetings of the Division´s Executive Committee
- promote membership in the Division at the district level
- relay concerns or interests of the district to the Division´s Executive Committee
- put forth to the nominating committee names that may be used for the election slate from their district
- perform other duties as assigned by the Division Chair
Duties of the Executive Committee:
- prepare the Division budget for the ILF Executive Board
- develop Division programming and activities
- name a candidate for the ILF Executive Board for At-Large Director
Article V: Committees
The Executive Committee is composed of the Chair, Vice Chair/Chair Elect, Recorder/Treasurer, and District Representatives. The past Chair shall serve as an ex-officio member of the Executive Committee.
Other committees may be appointed by the Chair as necessary
Article VI: Meetings
The Division shall conduct its annual business meeting and election at the time of the ILF Annual Conference.
The Division may sponsor or co-sponsor programs and/or meetings as appropriate to further the objectives of the Division.
Article VII: Amendments
Bylaws may be amended at the annual business meeting. Amendments to the Bylaws must be submitted to the Executive Committee sixty (60) days prior to submission to the membership at-large. Bylaws must be submitted to the Division membership at least thirty (30) days in advance of a formal vote.
The Bylaws may be amended by a majority of the Division´s voting members present at the Division´s annual business meeting.
All amendments to these Bylaws are subject to approval by the Executive Board of the Indiana Library Federation.
Article VIII: Quorum
The division members present shall constitute a quorum. Any issue may be decided by a majority of members present.
